Run adobe photoshop.

After the filter install we have to tweak some setting to achieve oil paint look.
Change strength 60 to 111
Change contour 0.7 to 0.2
Change anisotropy 0.3 to 1
Change noise scale 0.6 to 0.1
Change geometry regularity 1.1 to 3
No change in initial Gaussian and rest coloums.
If you have gpu then check gpu or if not then leave it blank.
